"Coding for Change: How Emmanuel Ouma Is Shaping the Future of Digital Agriculture in East Africa"

At just 23, Emmanuel Douglas Ouma is part of a new generation of innovators proving that Africa’s next agricultural revolution will be powered by technology. A final-year Computer Science student at Strathmore University, Emmanuel is channeling his technical expertise into agribusiness and food systems transformation, using digital innovation to empower farmers, optimize efficiency, and promote inclusivity across East Africa’s blue economy.
As Developer Lead at Pacho Fish Farms, Emmanuel has played a pivotal role in integrating tech solutions into aquaculture, helping farmers monitor fish growth, manage feed, and streamline production through automation and data analytics. His work supports sustainable aquaculture practices while enabling women and youth entrepreneurs to participate productively in the region’s expanding fish value chain.
“Technology has the power to bridge gaps—between farmers and markets, between data and decision-making,” Emmanuel says. “I want to make that bridge accessible to rural communities.”
Emmanuel’s passion for inclusive innovation extends far beyond fish farming. As part of the implementation team at the African Centre for Technology Studies (ACTS), he contributes to the development of SautiBot, an AI-driven voice and translation platform designed to amplify grassroots perspectives in climate and agricultural policy.
Through SautiBot, rural farmers can share ideas and challenges in their local languages, which are then translated and analyzed to inform policy frameworks and development initiatives. The innovation addresses a major gap in African agriculture—the disconnect between grassroots realities and top-level decision-making.
“When we listen to farmers in the languages they think and dream in,” Emmanuel notes, “we make policy that truly serves them.”
By helping communities document and share local knowledge, SautiBot ensures that indigenous wisdom becomes part of the data ecosystem, enriching research, policy, and program design.
Alongside his academic and professional roles, Emmanuel volunteers with Champions for Change, a youth network advancing digital inclusion and social innovation. Through this platform, he has championed projects that build digital literacy among rural populations, fostered youth-led agri-tech innovation across East Africa, and promoted inclusive and gender-responsive digital transformation.
His work reflects a broader commitment to equitable technology adoption, ensuring that marginalized communities—especially women, smallholder farmers, and young entrepreneurs—can access digital tools that improve productivity and resilience.
Recognized for his leadership and visionary approach, Emmanuel is fast becoming a role model for other young East Africans exploring the intersection of technology, agriculture, and sustainability. As he completes his studies, he remains focused on developing inclusive digital ecosystems that scale beyond individual projects.
Looking ahead, he plans to establish a tech hub dedicated to training youth in agri-tech innovation, data science, and sustainable digital entrepreneurship. His ultimate goal: to equip a generation of young Africans with the skills and vision to harness technology for food security and climate adaptation.
“The future of farming is digital,” he says. “But the true innovation lies in making sure no community is left behind.”
Through his work with Pacho Fish Farms, ACTS, and Champions for Change, Emmanuel Douglas is living proof that coding and compassion can coexist—and together, they can transform Africa’s agricultural future.
